do it yourself mobile infra red transmitter

basic run down - this little device can be bought for $300+ or you can make your own for under $20. this device is used by emergency vechiles to change street lights to green. i havent got around to makin one or buyin the kit (which is still cheap), but im hoping to enlighten more people to this badass tool.
